There is a FAT and a DIR in each partition.

For FAT. There are many entries in the table, and each entry records the information of a cluster. Due to the importance of FAT for file management, there is a backup of FAT, that is, the same FAT is built behind the original FAT. All items in the newly formed FAT are marked as “unoccupied”, but if the disk is partially damaged, the formatting program will detect the damaged clusters and mark them as “bad clusters” in the corresponding items. Will use this cluster again. The number of FAT items is equivalent to the total number of clusters on the hard disk, and the number of bytes occupied by each item should also be adapted to the total number of clusters, because the cluster number needs to be stored in it.

For DIR. DIR (Directory) is the root directory area. Immediately after the second FAT table (that is, the backup FAT table), it records the starting unit of each file (directory) under the root directory and the attributes of the file. When locating the file location, the operating system can know the specific location and size of the file in the hard disk based on the starting unit in the DIR and combined with the FAT table.

When you are formatting the partition, quick format, the format command will erase the data in FAT and DIR. All files and documents are still locating at DATA section, waiting for being overwritten.

So, if you want to unformat the formatted partition, no technology can un-erase the data of FAT and DIR, but technology can seek the files and documents in DATA section.
