Simply press “Win” key(next to left Ctrl), and enter defender. And click Windows Defender Firewall.
Click “Turn Windows Defender Firewall on or off“

The differences for Private network settings and Public network settings is only for your Windows 11 accounts on your computer. If you only have one account for Windows 11 login, no matter private or public, it has the same result. And if you have multiple sign in accounts in Windows 11 on your computer, Public is for all users and Private only works for the present account.
I do not recommend you to turn off or disable Windows 11 Defender Firewall. This tool helps you to keep your system safe.
